Naperville's Sidewalk Program: Who Pays for What
In Naperville, the public sidewalk in front of your house is yours to maintain. The city softens that with its Sidewalk and Curb Maintenance Program: for qualifying residential squares the city has historically covered 60 percent of replacement cost with the owner paying 40, and in 2025 the council went further and covered the full cost for that season. Squares qualify when they've sunk or risen an inch or more, broken into three or more pieces, or lost half their surface.
The catch is the calendar and the queue. Applications close October 31 for the following year, and the city's contractor works through the list on its own schedule. If you're selling the house, fixing a trip hazard now, or just done looking at it, you can hire your own contractor instead, and qualifying squares can still be reimbursed. One hard rule: the city's engineering staff has to approve the work before the old sidewalk comes out, not after. We build to the public spec either way: 4 inch minimum squares, 6 inches where a driveway crosses, on compacted stone.
Check the city's current program terms before you count on the split. The percentages have moved year to year.

Slope is the comfort you don't notice. We pitch a quarter inch per foot across the walk for drainage and keep the run gentle wherever the yard allows. Naperville actually amended its residential code to require every new house to have a step-free entrance on a route no steeper than 1 in 12, and a properly graded front walk is usually how builders meet it. If someone in the house uses wheels of any kind, tell us at the quote and we'll design the grade for it.
Curves cost a little more in forming time and earn it on deep front yards. Straight runs with tooled joints every 4 to 5 feet are the budget-honest choice for side paths. Where a walk crosses the driveway, those squares get poured 6 inches thick to carry the car, the same spec as a concrete driveway apron.

Can you replace just the cracked sections?

Do you handle the city paperwork for sidewalk replacement?
Yes. Approval has to come before the old walk is removed, so we photograph the squares, submit, and schedule the pour once the city signs off. The permit cost sits inside the quote, not on top of it.
Can a new walkway look like brick?

Do walkways need footings?
No. Walks are slabs on grade riding on compacted stone, designed to move a little as one piece. What needs footings is anything attached to the house, like a stoop. Where a walk meets a stoop we cut an isolation joint so the two can move independently without cracking each other.
